Unfortunately, Castle Wars is already a dead minigame upon release.  Here are some ideas to make it more active, to offer more incentive for players, and to make it less buggy:

 

1. The Blessing of the Gods needs to be reworked.  Currently, players receive 20% bxp for 20, 15, or 10 minutes depending on whether the team won, tied, or lost.
   1. I propose that instead of receiving this boost right after the match ends, players should receive a “bxp ticket” which they can use whenever they want.
   2. Green ticket = 20 minutes of bxp Yellow Ticket = 15 minutes of bxp Red Ticket = 10 minutes of bxp
   3. Have these tickets be untradeable for all gamemodes. This will encourage players to actually play the minigame, rather than buy the tickets from other players.
   4. Blessing of the God timer should be added to the in-game displays, similar to the Well of Goodwill and Vote Book Timer.   https://gyazo.com/58...68d7941d405d502
       
2. Fix healing bandages- In OSRS you can spam click bandages and gulp an entire inventory within 1-2 seconds.
    
3. Allow players to join a game in progress.  I’m not sure what the cut-off is in OSRS, but players are for sure able to join.

I wouldn't necessarily make a green ticket worth 20 minutes of BXP but rather have a stack of 5-6 or even 10-12 tickets be worth the 20 minutes that players seek. 3 tickets would be an hour in this case. Not sure if that would be the proper incentive. The same would apply to the yellow and red tickets respectively. It's just an opinion and I do like where this is going.

The tickets would equate to the exact same bxp you get right now. It just varies on whether you win, tied, or lost.

Not sure if this has been handled as of yet, but I fully SUPPORT. As a player that was taking a break when CW was released, I never got to try it out as it was dead by the time I got back.
