What is your suggestion?: Add the Varrock Cook's Guild Pie Shop to the game

How would this benefit Alora?: PIES, give all accounts access to the boosts pies give as making them is not coded anyway.

I could be wrong, but im pretty sure u can make boost pies since it was added during leagues for the accounts to use.

I know for sure that you can make botanical pies, but I'm not sure about other pies.

What are your thoughts on the slower exp rate personnel who require pies for the lower boosted stats?

I'm pretty sure spicy stew can boost +5 to almost every stat right? They can vote for this, which can be a little inconvenient but it helps the server

Even as a normie I can't find any way to get a pie dish or dough and start making a pie. Even after that I don't know if you can finish it or if it's even coded?

Pie dish can be received by eating a current pie and turning off the remove vials thing from the PK NPC at edge. I couldn't figure out how to get dough

Also at the pie shop in Yanille, they sell all the stuff.

Hell, I mean you could make it into some sort of minigame, add a teleport to the guild and let people cook there. Cooking food gives points, points can buy pies.
