I understand top tier items should stay rare..

But as the game is camping with very little ways to earn money expect from thieving..

 

How about making the droprate of rune items higher/caskets.. so people can do some pvm.

Caskets were just made more common. They're even more common if the enemy is your assigned slayer task :) if this is still too low(following the latest update), we can look into other ways of enhancing GP gain from PVM.
