To allow the Coal Bag and Gem Bag to be added to the Collection Log via The Collector. Players are able to purchase these from the vote shop, the store and the daily task shop. Similar untradeable items like the Prospector Outfit are able to be added to the Collection Log via The Collector despite being purchased from the Daily Task Shop instead of Prospector Percy.

No, the gem bag and coal bag are only obtainable from Prospector Percy's shop on OSRS.

How would this benefit Alora?:
Considering players earned these items through completing daily tasks and supporting the server by voting, it seems fair to allow them to fill their spots in the Collection Log. Additionally, these shops were the only ways to obtain said items before Motherlode Mine was added to the game. Forcing players to obtain useless duplicates through Motherlode Mine just to fill Collection Log slots seems unnecessary.
