Honestly it depends on what you want to do. There's a lot more to graphics design than one program. Adobe usually has a lot of great tools for graphic design. Adobe Photoshop and Illustrator are probably good ways to start. If you want to get into 3D design Blender is a good program to start with.

Adobe overall has great tools.

 

Photoshop is great for pic editing, if you want something free similar to photoshop then look at Gimp.
