They could be ignoring you.

But, I've noticed that PMs usually don't work when you tab-reply; and this is allowed when a player isn't on your friends list.

Try adding the person, see if it continues and vice versa. 

 

As for the emote, it's nothing game breaking, I wouldn't worry about it.

We discussed this before and it could just be that others are ignoring you, or a bug in the system.
