i'm a new player and am wondering if skillcapes are in this game? I got 99 range and went to the range guild and am not able to enter.

Forgive me I haven't played since 2010 when I was a yung noob F2P

The skillcape shop is located north-west of the ::shops in the building you'd normally start the Dragon Slayer quest. It'll show only the hoods in the shop, but just buy one and you'll get hood, untrimmed cape, and trimmed cape.

As Fussy Parts has said, talk to the wise old man North West of the shops.

As you can see in the photo, this is where you teleport if you type ;;shops in the chat box.
The building in the top left corner is where you want to go.
