Congrats on the cape!

• There are regular PVP events on Alora with Forum Awards and in-game prizes added as incentives to participate. The styles of PK also rotate so that it's not the same tournament every week.
• You can currently obtain Ancient weapons and armor from any NPC in the wilderness over 50 combat, so this applies to all existing wilderness bosses. You can also obtain Ancient armor/weapons from the Wilderness Supply chest which spawns periodically. This chest was also an effort to promote PVP.
• There's huge incentive to skill within the wilderness as you receive a 25% EXP boost after being in the wilderness for over 2 minutes. This is especially useful because it's stackable with all other bonuses (Well of Goodwill, BXP, Event God bonus, Vote Books). 

I listed the above in response to your points to highlight that efforts have been made in the past to cater toward creating a more active PVP scene. I just don't think the PK scene is what it was back in the day. There's definitely less PKers in today's RS community and most rookie pkers trying to get into the scene have to bridge an enormous gap in skill which takes months-years to breach, and I wager that a large portion of them would burn out before they ever even reach that point. There are even PK dedicated private servers that focus all their efforts on PVP yet have never seen numbers anywhere close to what Alora had at its peak, even now these servers sit in 5-10th place on toplists with the most prominent servers being ECO/Ironman/Gambling based. Will be interesting to hear other player opinions on this topic.
