Along with keeping the 2-step authentication I think there should be a way to disable it without needing the code from your authenticator... As I've just encountered after factory resetting my device with the auths on before disabling it, unless you contact an admin to fix this you'll be locked out;

I suggest maybe adding an E-Mail service to disable the auth as well just in case this happens to other players

It is easier to hack through email sadly. And if an admin can unlock your account through security questions then no issues with loss of phone or PC. Real rs has issued with email authenticity so I down vote this sorry.

Allowing one to disable the 2FA would remove the entire purpose of the 2FA. Sorry bud, thats the reason it exists. 
Get winauth - a desktop authenticator
It'll recognize your PC even if you factory reset your PC.

Any other case you'd be doing the same thing. I tell you it was hell trying to get the authenticator off my WoW account. They locked my account and I had to call and everything all because my phone had bugged when updating.
