Yeah I can't really support this. Leveling up slayer isn't really that hard, if you want to do it with only cannon without leveling up your stats, then resetting then that's your choice in making slayer harder. After completing my current task I'll have 96 slayer with only 13 tasks completed.

I've seen a few people train slayer to 99 then reset combat skills, unless you want to prove yourself an achievement like this.

 

Also in my opinion slayer isn't supposed to be a "buyable" skill, no support.
