What is your suggestion?:
In OSRS, you can obtain toad's legs, the herblore secondary for agility potions, by removing the legs from toads found in Gnome Stronghold and by Taverley. I cannot speak for other game modes, but at least on Realism this secondary is not available in Kaqemeex's shop.

How would this benefit Alora?:
Gives expected feature parity with OSRS, and unblocks early level herblore requiring 75 thieving to obtain the item (haven't confirmed gnomes give on pickpocket, but they are expected to)
