What is your suggestion?:
Make it so the celestial ring's charges effect ore up to Amethyst. This effect being a passive 1/10 chance to receive an extra ore when mining.
On Alora, when you receive an extra ore while mining you also receive the exp that comes with it, so this will boost hourly mining xp.
Is this in OSRS?:
No, currently it only goes up to adamantite in OSRS, which I'm assuming is the same for Alora currently.

How would this benefit Alora?:
Currently as it stands, the majority of the player base has no reason to charge the celestial ring since it only effects up to adamantite, and by pure assumption most players would only wear it past 92 mining.
Yes the the invisible +4 mining boost is good, but giving players a reason to continue hunting shooting stars for charges on their ring will make the ring seem more useful as a whole.
To make it worth charging the ring, by moving it up to Amethyst, players will use this ring long term in any grind past 200m with as many charges as necessary.
