I personally think that third age should be significantly rarer, but not nearly as rare as it is on OSRS. People dont really do clue scrolls as is and i dont think making 3rd age insanely rare will motivate people to do them. Maybe if it was a lot rarer but still reasonable to obtain I think that would be a much better solution.
