I just asked if you meant irons and you failed to answer the question. Regardless, I still don't think it's a good idea. If you want PKP on a different account, PK on the other account. It's simple. 

So your suggesting that we can just transfer PKP between accounts? No support - otherwise you could just PK on your main in max gear, transfer to your iron and reap the rewards

Not sure I fully understand the suggestion, so some clarification might be nice. Are you suggesting that we should be able to transfer PKP emblems between accounts? 
I'm not sure I like the idea. If you need PKP on another account, you would just be better off pking on that account. (Not sure if your suggestion was to transfer FROM ironmen or TO them) - but if transferring to them was your suggestion, I would disagree with that strongly.

If I've misunderstood, feel free to correct me. The suggestion is worded pretty strangely and I'm not fully sure what the full suggestion entails. 

No support from me, unless this was an iron only thing. Mains can just buy them, especially those people with a decent chunk of money. I think this should just be earned, however I do think that if you're 200M WC xp already, you should get a significant boost to anima. (Not sure if this is already a thing)

What alternatives would you suggest ranged wise for low-mid tier - acb? bp? 

If you don't have a scorching bow, then a Blowpipe is probably best for overall dps. However still make use of the high hitting options when possible. Even if it's a Rune Crossbow and Runite Bolts.
