Can someone explain the use of these as-well as where to sell them as I see they have a high value. 

is selling them on the TP the only option or are they worth more elsewhere?

Best choice is to sell them to the Emblem Trader at home, outside ::thieve, you can sell them for gp also you will get a pk points ;)
