Adding the Dry Rate Tracker Runelite Plugin

Easy fast QOL, helps me keep track of dry streaks so i can cry more

The Dry Rate Tracker was added to Runelite in Summer 2025 so people might have just got the gist of it later while watching streamers/youtubers.
