I think a better solution to the problem would be to make blood shards more common.

What is your suggestion?: Blood fury that has infinite charges (just like Tome of fire/water) by using 10 or so blood shards and a surplus of blood runes(?) to make the blood fury have infinite charges (item requirements up to staff as I have no idea what would be fine to make it have inf charges lol)
