Agree with all of these, although some may take some caution in approaching properly.

Dragon Bolts are ridiculous to obtain as there is no server-wide need for rune/addy dragon loot or vorkath loot besides these bolts which is a bit unreal to expect people to grind the shit out of vorkath for some bolts. No one wants to do an hour or more of vorkath a day for one pk sesh. (which is blatantly highlighted by the complete lack of dragon bolts at any sort of reasonable price).

Plug-ins are an obvious QOL that should be necessary on any server that has any intention of retaining pvp activity.

Edge-pvp has no reason to act differently from other wilderness areas, so all the suggestions regarding it make complete sense to me.

The rules suggestion should be approached carefully but I do agree nonetheless.
