I think instead there should be a certain gp risk threshold to be met on both sides in order for it to be used/assigned as a target

• What does it do?: It's a wieldable harpoon
• Why is it needed?: Able to support restricted gamemodes and lower exp gamemodes with an early game buff in fishing to save an inventory slot, time, and money.
• What problems does it solve?: Early game QOL for restricted gamemodes and lower exp modes beginning their adventure on Alora. Its equal to its counterparts the dragon harpoon, and crystal harpoon but just at a lower level threshold. 
• Why is that feature like that and not like this?: Because right now, Alora does not have it ingame
