Without a doubt blood altar needs to be adjusted for easier access. As far as the Wrath altar, I don't think it should change tbh. I made 100k of them and didn't really struggle with doing them. Also it being the highest tier rune I think it should be the hardest to create.

I support the idea of adding the teleports to the dark mage and having the teleports themselves closer, but not the ones you proposed.

Those seem way too close for how good the runes are, so perhaps putting them further back would be the move.
